According to the Southern Education Foundation, Louisiana, which has one of the highest incarceration rates, spent $16,000 per prisoner on education in 2008.  Yet only 8 percent of the state's juvenile inmates earned any high school credits while in prison. 

That said, Louisiana was not far below the average for the percentage of incarcerated youth who earn a high school diploma: 5 percent, the same as Florida, California and Minnesota. The national and Southern average is 8 percent.
