Rio Salado College in Tempe Arizona has had a large incarcerated paper based correspondence program since 1983. 

Partnering with the Arizona Department of Corrections (ADC), Rio teaches the incarcerated population the skills necessary for integration into society upon release.

They currently offer occupational and educational programs under contract at ASPC-Perryville and ASPC-Lewis as well as many distance learning classes that provide the incarcerated population an opportunity for college credit that lead to certificates and degrees. Rio offers more than 90 classes in printbase and/or mixed media format including: 

General Education classes such as English Composition, Social and Behavioral Sciences, Mathematics, Natural Sciences, and Humanities. 

Workforce Development training opportunities for men and women including certificates in Automotive TechnologyComputer TechnologyConstruction TechnologyGraphic ArtsConstruction Electrical and Furniture Construction & Refinishing.

Associate degrees including an Associate in Applied Science in Workforce Development and Community Re-Entry, an Associate in Arts Degree or an Associate in General Studies Degree as well as additional degrees and certificates.

The distance learning classes are available to men and women incarcerated in the state of Arizona and out-of-state.
